So, is McGuinty trying to avoid Ontario becoming a have not province, by not lowering his taxes?

He should do what ever it takes to keep Ontario's mfg sector alive, even if it means going on the federal equalization dole.

McGuinty should get his tax rate in line with Quebec's.
That would be in the best interest of his province, otherwise, companies will invest right next door, and exclude Ontario as a choice to set up shop.

Clearly Mr. Flaherty and Premier McGuinty do not like each other and it goes all the way back to the days when they sat across from each other in the Ontario legislature.

The verbal spat between them is not helping anyone. The "both" need to grow up, put their differences aside and get on with the business of running our country.

Mr Flatulence had the record last year as the biggest spending Prime Minister in Canadian History on a per capita basis with adjustments for inflation according to Macleans magazine -

(The Conservatives only tucked $2.7 billion of new spending into last year’s figures — the same year-end splurge they routinely savaged when in opposition — rather than the two and three times that amount the opposition wanted. But still: under this Conservative government, Ottawa will spend more than $208 billion this fiscal year, or a little over $6,000 for every man, woman and child. Even after adjusting for inflation and population growth, that’s the most it’s ever spent. It’s one-third more real dollars per citizen than the government spent a decade ago. The budget titles itself “Responsible Leadership.” Imagine what they’d have spent if they were irresponsible.)

He has also brought in pro-rated accounting methods - the same thing he used in Ontario where big ticket items like airtransport for troops are budgeted over the life of the item. Say $5 Billion over 10 years only shows up as 1/2 million in expenditures - Once the bills start coming in on receipt of equipment watch out debt grow. OF COURSE He can blame a slowing economy!
